E-Citizen is the Government of Kenya’s official digital services platform, providing citizens, residents, and businesses with a single online gateway to access thousands of government services — including business registration, land transactions, immigration and passport services, driving licenses, and national identification services. Operating within the public sector and government enterprise segment, eCitizen is one of the largest digital government platforms in Africa, serving millions of registered users and processing high volumes of daily service applications and payments. As the front door to Kenya’s digital government agenda, the platform is central to the nation’s commitment to accessible, efficient, and transparent public service delivery.
Customer Challenge
As adoption of digital government services accelerated, eCitizen faced an escalating volume of citizen inquiries regarding service applications, requirements, payment procedures, application statuses, and navigation across hundreds of government services. Traditional support channels could not scale with a national user base, resulting in delayed responses, inconsistent guidance across services and agencies, and pressure on support teams. Language diversity added further complexity, as citizens needed support across multiple languages and interaction modes, including voice.
In the short term, these gaps risked citizen frustration, abandoned service applications, and increased load on physical government service centers (Huduma Centres) for questions that could be resolved digitally. In the long term, the absence of an intelligent, scalable self-service channel threatened the platform’s ability to support Kenya’s expanding digital services catalogue, constrained the government’s cost-efficiency goals, and limited equitable access to services for citizens across language and accessibility barriers.
Partner Solution
Coresys Solutions designed and delivered an intelligent, secure, and scalable AI Chatbot Platform for eCitizen on AWS. The engagement began with discovery workshops involving business stakeholders and technical teams to document functional, security, operational, and performance requirements, followed by an assessment of the application landscape and integration requirements for secure communication with
backend government systems. The target architecture was designed and validated against the AWS Well-Architected Framework.
At the core of the solution, Amazon Bedrock provides the foundation model powering the AI chatbot’s natural language understanding and context-aware response generation, enabling citizens to ask questions about government services in natural language and receive instant, accurate guidance. To serve Kenya’s linguistically diverse population, Amazon Translate enables multilingual text interactions, while Amazon Transcribe supports voice-to-text queries — extending accessible self-service to citizens across language and accessibility barriers.
The platform is deployed within an Amazon Virtual Private Cloud (Amazon VPC) across public and private subnets for defense in depth. Incoming citizen traffic is inspected by AWS Web Application Firewall (AWS WAF) and distributed through Elastic Load Balancers (ELB) to highly available Amazon EC2 application servers, with application data stored in Amazon RDS within private subnets. Amazon ElastiCache accelerates response times by caching frequently accessed information, Amazon SQS decouples asynchronous message processing to protect backend systems during traffic spikes, and Amazon S3 provides durable storage for uploaded documents and chatbot assets. Security is enforced through AWS Identity and Access Management (IAM) with least-privilege access, while a modern DevOps pipeline built on GitHub Actions, OIDC federation, and AWS CodeDeploy delivers secure, fully automated CI/CD deployments — eliminating long-lived credentials and accelerating feature delivery for future service expansion.

The deployment of the eCitizen AI Chatbot Platform delivered measurable improvements in citizen service delivery and operational efficiency:
